Keep wanting the same Documents uploaded

It has been over a month since I signed up for healthcare and it is still pending I have uploaded the same denial letter from my state for Medicaid over and over again and I am still told by Healthcare.gov to upload it again. I have uploaded it 6 or 7 times and also mailed it to them and all I see is pending and still another letter from Healthcare come in to upload it again. It is still pending and says I will lose out on Healthcare.gov in a few days if I do not upload the document. I have called them every few days and them tell me to up load them again.
