It won’t get out of my sister’s hair

My little sister wanted to dye her hair blue and has decided to take it out. We tried to strip the color out and there is no difference in her hair at all. We even used the hair dye without bleach. It's pretty much fabric dye. It sucks User's recommendation: Don't use it.
