intentionally damaged product received, making no refund

I ordered umbrella on 19/07/2019 under order number: [protected], but i received fully damaged product. I logged a complaint along with damaged product photographs and requested for refund. They misguided me for more than three months by saying that they will pay in next 15 days, next 20 days in paypal account, then my paypal account is having problem bla.. bla..bla. Now they finally refunded my money on BGpay. but i am not able to activate my BGpay account. When i am trying to activate, i am not receiving activation link on my e-mail id. I had mail multiple times for the issue but with no response, I am unable to use that money. They are just fooling me from last three months. Kindly help me out.
