Inefficient Dust Collector

I purchased a 70 gal. 2 HP dust collection unit last year. I had to return the unit because there was no where near the suction the unit should have had. This unit was returned and replaced by another identical unit. This second unit is not up to par. Example: I have a 3/4 HP dust collector, Central Machinery, that can can pull 3 times the CFM's my 2 hp unit can pull. I decided to take a look and see what the problem might be. Removed external intakes, output hose, and turn the unit on. There was very little outflow. Turned the smaller unit on and it made a dust twister in the shop. Powerful little gem. My whole shop is Central Machinery and this is the first time I have felt disappointed. This is what I found. The 2 HP unit's blower fan is too small. It is 10 inches and in my opinion should be 12 inches in diameter so that it fills the cage as close as possible. I do like the unit and would rather correct the problem. Thank you
