Indian curry House donot pay tips to waiters and ill-treats employees

I am international student, have a legal permit to study and work(part-time) in Canada. Its been an year working as waitress at restaurant Maison Indian curry Employer ill-treats employees, do not pay the 15% tips as per law by the government, if I asked, then he said its not for the employees and threatened me to leave the job.
