Incomplete Shipment

I ordered 2 Vuse Alto starter kits on 7/18/2019. The package arrived on July 22, 2019 labeled package 1 of 1. Inside was ONLY 1 starter kit along with the receipt for 2. I called RJR Customer Service Department immediately and was told they would conduct an "INVESTIGATION" which would take 24-48 hours and that they would email or call me to let me know the results. Needless to say, I didn't receive either an email or a phone call, so I called back. The second call went much like the first except that this time the timeframe for the "INVESTIGATION" was left entirely open, but that they would either send another unit or issue a refund. I'm not holding my breath.
