I’m getting bills that are not mine.

I got an NTTA bill in the mail and the plate number isn't even ours! Plus the name addressed in the bill is my husband, and he has never owned a car. We live in WY... why would we be driving in Texas. Plus the plate number is from out of city. We've called them and explained this but we keep getting bills! Sounds like a scam!
