I’m being billed for an CT Scan to diagnose a hernia when in fact CT

I went into my primary doctor thinking that I might have an inguinal hernia..my Dr. just went of my diagnosis and did not even exam me just made me cough.Then she ordered a CT scan which does not usually show a hernia. Since the results of the CT scan showed nothing they did nothing. When I called my primary Dr all she had to say was "do u still have a buldge? " So I made an appointment with my family Dr from Sharp and he said well yes u have a hernia but it wont show on a CT scan. So I made an appt with a general surgeon at Scripps, who also did not examine me just made the comment "if it's not on the CT scan he won't operate"...when I told him that the correct diagnostic test is an ultrasound he said well go get one of those..After that I saw another sharp Dr. who confirmed that I had a hernia...which I did and have already had the surgery. I found out through the urgent care Dr. who had called the surgeon, that he was sued for doing a hernia surgery when there was no hernia. I should not be liable for a $300.00 copay for an incorrect test ordered by my Dr...who by the way had to look up on her phone what tests should be run. Also for the copay for the absolute absurd appointment with the general surgeon. Especially since I left his office and went right to urgent care.
