I was not given a full refund

I cancelled a trip I had planned in March. My daughter and I were travelling to Italy, which became a hot bed of the pandemic. I was forced to cancel, but Costco Travel refused to give me a full refund. They kept $650 of my money, and they even refused to issue me a credit for the Airline. Had I booked my flights directly with the airline, I would have been given a full refund, or a full credit for a future trip. I have called Costo Travel many times, but I have not been given any satisfaction. User's recommendation: I do not recommend this agency.
