I was forced to accept a bill that I’m not responsible for

I had active service at another residence. And Ameren told me before I could transfer services to my new address I had to accept responsibility of a bill . At the new address of the owner because I knew him. The bill was over 4 thousand . I only owed Ameren 143 00.i went without electric from February to may 18th. I had to accept the bill . And I couldn't afford to pay it . I'm getting disconnected today
