I paid $10 extra for 3 day shipping and Item did not arrive

I placed an order on 12/14 and paid $10 extra for 3 day shipping and my items were supposed to arrive today, 12/17 and have not arrived. I called customer service and spoke to a lady who didn't speak very good English to begin with and she told me to wait for my item to arrive by tomorrow, 12/18. I told her I paid $10 for expedited shipping and she said if the item didn't arrive today, then call back and maybe Cust. Serv. would refund my $10 in shipping cost that I paid extra money for.
