I need to speak to someone regarding my refinance

When I refinance my house last year, I was told/promised that my Morgage as well as my HLOC will be a FIXED rate . I come to find out that was not true. My HLOC is variable and my payment increased and various w/ the Internet rate. The loan officer was very untruthful.
