I did not get my package?

the item is an Authentic preloved Louis Vuitton Pochette Accessoires Shoulder Bag. tracking number is 920019****436500****304242. My item is not delivered, I was emailed to mercari but one of the mercari workers sent me an email to wait until 07/29, but I did not get my package, and when I check my mercari account completed your purchase. do you know why they doing this? Can you refund my money back, please?
