I cannot get through from International site

All of the numbers provided online for international calling or not working for me. I cannot get through to till CIGNA that I want to close my account. I have sent word via email, I have called multiple times with multiple numbers, and I have no means at this point to contact customer service. Please respond. my email is karen.gallagher0@***.com
