I can’t exchange my dress

My mother in law bought a dress for me in Spain and I live in Belgium. Both in EU. The dress is too small for me. I contact Zara and they told me I cant exchange. But EU is the same region. Is open commerce btw those countries. I have the recipe and the dress is with the tags on it. This is so annoying because I loved the dress but doesnt fit me. Its not like I want money back or exchange for something else. I just want to exchange for the same dress.
