I am blocked at every turn from contacting YouTube

My comments blocked on YouTube. I went on YT chat (which was not human - despite appearances) which wanted to charge my CC to connect me to another chat line. Hope you're confused. My CC was declined, presumably because I am in Australia. I was led to believe that by this page I was connecting to YT Australia, which is clearly not the case. How do I connect to YT?
