We are a shirt company from Istanbul / Turkey and we wholesale our shirts online. We received an order from Tulia ISD on 24th Aug 2015. It was for 64 shirts and the total cost of order was $1, 116. The order placed by Donny Gray and payment made with PayPal. The PayPal account was under Tracey Gray. We have shipped the shirts via DHL on 26th Aug 2015. The parcel arrived in Texas on 28th Aug 2015. 4 days after they placed the order. The problem was here that DHL did not have an office in Tulia and also asked them pay $74 for the duty tax. ISD opened a dispute on PayPal on September 2nd 2015 saying that they did not receive the order, this is the same day that DHL delivered the parcel to the school address that they provided when they place the order. The shipment invoice signed by Maria Gomez who works at the school as a secretary. You can see our correspondences on PayPal below 02.09.2015 18:17 EEST - Buyer: I have bill of sale where we paid for duty tax once we found out we had to, but we still don't have package because DHL does not deliver to Tulia, TX. We were under the impression this was coming from New York, not out of the country. It is sitting in Fort Worth/Dallas, TX waiting for someone to pick up. That was not what was promised when purchased on August 23rd. We paid an extra 220 dollars for express shipping and yet 2 weeks later no package. Dallas/Fort Worth is 5 hours away. Our First Respond 02.09.2015 20:44 EEST - Seller: The package has been delivered today. Please check your tracking number at www.dhl.com and you will see that the parcel has been shipped from Istanbul. Our Second Respond 04.09.2015 10:36 EEST - Seller: The customer placed the order on 24 Aug 2015. The order contained 64 pieces of shirts for menWe shipped the shirts via DHL Express shipping on 26 Aug 2015 and the tracking number was [protected].The parcel arrived in Texas where the customer lives on August 28, 2015 but she refused to pay for the duty tax then DHL put the shipment on hold till September 02, 2015 then it is delivered same day. They never left any messages after. Donny Gray has given us the school address for the delivery and Tracy Gray's address on PayPal is different. So PayPal refunded the payment. Apparently we had to ship the shirts to the Tracy Grays's address on PayPal as a policy. Now Tulia Independent School District have the shirts and the money because they lying about the delivery.
