How can you close complaint case when issue is no resolved?

Contacted Honda about push to start problem I am having with my 2013 Honda accord EX-L. Would probably not complained but saw several complaints about same make and model when I googled what could be wrong with my car. I only have 38000 miles on this car. Called my dealership and they said to diagnose the problem would be $110. Also were rude to me about where I had bought my "energizer batteries" for my keys! Actually I bought them from the dealer. Honda represetative notified dealer and I must pay $110 just for diagnosis. CASE CLOSED! If Honda has recall down the road, I will be reimbursed. Service manager is supposed to call me. Hasn't yet. I talked with another dealership and will be taking my car there. Four Honda accords-this is last one I will ever own!
