Holding money for ransom

So i purchased a Visa debit Gift Card on 1/12/18. I put $200 on the card, activated it. The next day i make a purchase online for $177, i get an email saying my product will be sent out when funds are recieved. It is now 6 days later. Funds have still not gone through. I call the vendor they say "sorry, your cardholder declined payment". So i call the number on the back of the card and they tell me "we dont know the status of the payment, its on hold for 10 days for security reasons". I tell them "you declined payment, the funds should be reissued to my account, its my money so i dont understand why YOU are holding it, besides why did YOU decline payment to begin with if i had the funds?" They couldnt give me an answer, didnt offer any help or resolution besides they would decide when to make my money available to me again. Never buying another visa gift card again.
