Help with billing

Was i refunded for my last paid submission? Its as simple ad that. Its your terms. If a submission id not reviewed im supposed to get a full refund. Well it wasnt and i didnt. I dont care about anyone else experiencing the same issie. But it does make it all the more disturbing!!!
