Gun sale cancelled w/o notification!!!

We purchased a firearm and paid in full on July 8th, 2020 at the West Covina location. While we were in the process of purchasing, we were informed that it would take possibly 8 - 10 weeks to receive the item purchased on Layaway. We inquired if we should start the background check, and we were emphatically informed that the process of a 10-day background would not begin until the firearm had arrived at the store and they would call us when it comes in, by our salesperson. We stated that we could return the next day with the required documents to begin the background check, but he told us a second time that we would be notified when it had arrived and that the 10-background check would begin when the item had arrived on premises. Approximately six weeks after purchase, out of concern that we had not heard anything through email, text, or phone message on either of our phones, my wife contacted the store and they stated then that it had not yet arrived and assured her that they would call when it arrives. As of Saturday, the 26th we still had no communication from Turners; my wife called the store again to find out if the shipment had yet arrived. The girl she spoke to looked up the invoice and indicated that the gun had come in within three weeks from date of purchase and the order had been cancelled due to our lack of response and that a refund check had been mailed to us minus 30% due to our failure to begin the background check. My wife got terribly upset and explained to her what actually occurred and that she wanted a copy of the documentation showing that Turners had contacted us to inform us that the gun had arrived. She did not know what to say so my wife asked for the manager. She was handed over to the manager of the store and who then rudely announced to her that the sale had been cancelled and a 30% charge was kept from the purchase because we had not started a background check. The manager ultimately hung up on her. My question is, NOW HOW IN THE *** CAN WE START A BACKGROUND CHECK WHEN THE FLIPPING FIREARM HAD SUPPOSEDLY NOT ARRIVED YET, AND IF IT DID, WHY WEREN'T WE PROPERLY NOTIFIED AS PER THE INSTRUCTIONS BY THE SALESPERSON? As of today, we have not received a refund check of even the 70%
