Guest room privacy & fourth amendment act, equal civil liability

The manager Ryan charge us 150 for smoking when neither me or my girl smoke, we were charge c/my girl is spiritual type who burns invents, ,,and charge us a additional 65 for staying at the hotel when we had check out b4 checkout and went 2 another hotel, then when he was confronted bout it.. He accused us of smoking weed in the room c/he said he saw the ashes when our room was paid all the way up 2 Friday the day we decide 2 checkout c/him.. That's against the "Guest Room Privacy and Fourth Amendment".... hotel employees must recognize their guests' Fourth Amendment right to be protected from unreasonable and seizures. So by him VERBALLY saying he saw the ashes he was in our room w/out permission or consent when they have house keeping and our room was paid up til Friday User's recommendation: Stay away from there til they fire Ryan.
