Greens pickup

Upon return to the US on 1/11 I had set my green cans out as a wind storm left my property strewn with palm leaves. Nothing was picked up and I was told greens were now being collected every OTHER week due to the pandemic, but I could put bundles out to be picked up. I got nearly everything in cans which was collected on 1/20 and then I suffered another wind storm. I called and said I will need to set bundles out for the 1/27 pickup due to the volume of fallen palm leaves and was told I could, so long as I placed them on the curb of my property and not a neighbor's, and I did not block my own cans. One truck came at 11:10AM which I saw on my security camera, and another came at 11:30AM to pick up the other two cans which the first truck left. I called at 1PM because the palm bundles were left behind and asked if they were still being picked up. I was assured that truck was en route. I called later at 4PM to say I have never had a truck take hours to reach my home, the rep reassured me not to worry because the trucks would be out until 6PM. The next day I called to ask why the palm bundles were still there. The gal told me that due to my numerous calls on 1/27 that two trucks were sent to empty my green cans. I asked her when she showed that I called, and she said at 1:09PM. I asked her how my 1PM call could send a second truck TWO HOURS INTO THE PAST to come to my home at 11:30AM and she could not answer. At that point I requested a manager call me. Jennifer called me later, who did not introduce herself as being in any supervisory role, and tried to tell me that the organic material of palm leaves are not considered organic material and biodegradable because of where I live. Confronted with such an absurdity I told her I did not wish to waste her time further and ended the call. I called back and got another manager (Connie?) who apologized and promised to review the previous call tapes for misinformation, as she reiterated that palm leaves are not considered to me green waste. (This is a ridiculous constraint that my neighbor's trash service does NOT have!) I conversed with her further as well as Jennifer previously and discovered that green waste from my area is sent to a mulch facility which can not take palms. WHY AM I BEING PENALIZED BECAUSE WASTE MANAGEMENT, WHO HAS TAKEN PALM LEAF WASTE FOR YEARS, HAS NOW REZONED MY AREA'S GREEN WASTE TO GO TO A MULCHING FACILITY? WITH ALL OF THE CHANGES IN THE PANDEMIC THAT EVERYONE HAS TO DEAL WITH, THIS ADDS INSULT ONTO INJURY. Telling me this is because of Zero Waste regulations is a falsehood as the trash service of my other neighbors would have to fall under the same constraint and they DO NOT.
