got bill without internet connection

My name is mohammad shadab alam I have applied for stc internet before 3 months ago but it did not served yet. Then after a week I got username [protected]@stc.Net. Sa and password 4210 customer confirmation code 871 I tried to log in but it didn't work then I got technician no. [protected] after some days I got sms that your internet connection has been served.[protected] but it didn't served yet then after 1 month I got internet bill 29 sar next month 109 on my mobile no. [protected]. I went many stc offices but they told call 900. When I called 900 in billing section. It says I apologized not being able to serve you. When I called disconnection service she said 1st pay your dues bill. On 5/1/17 I already paid total bill 178.66. Murr no. 292 017 + 015 I think technician has been served this landline internet connection on my document so please return my paid money and solve this issue. My anb account no.
