Google play card issues

I purchased a Google play card at my local Dollar General. When I attempted to redeem it, a message popped up saying it had already been redeemed. I went back to the store and they said I had to call Google, but when I tried calling, I only got a recording stating there was nobody to help me. So, now I am out the $15 I tried to put on my account and nobody can help. How do you just close your entire customer service department? Other people work from home and other companies are still open
