Getting ripped off!!

hello I had ordered a laptop and made a down payment and 2 days later I noticed it wasn't shipped so I called and they told me it was not in stock... so I asked for a refund and they told me it will be 3 to 5 days. I waited 5 days and they told me it'll be 2 to 3 wks.....
