Fridge repair

I wanted to replace my ice-maker that still works great sent the tech packing gave him back the new ice maker that was never installed still charged me 99.00 for a house call. Why should I pay a service call when he did nothing. Refuse to pay a service call. Did nothing for my problem. User's recommendation: call someone else tech people not that good.
