Fraudulent company – didnt issue refund though we didnt use their service

Premier Parking did not issue a refund even though they defaulted in providing me parking. They never informed me beforehand that I dont have a space. I filed a reservation worth $116.28 for 30-day parking with this company Premier Parking USA thru their website at premierparkingusa.com on May 21 for the date May 29 2015 where I had a flight from Houston for a vacation. But when I came into their parking lot which is IAH Quality Suites, the front desk person told me that they dont have a space for me since Premier Parking overbooked the parking. But I was almost late for my flight so I had I requested cancellation. They didnt inform me in advance about this change. They offered me another parking area but it was too far and I would be late for my flight. I requested cancellation right there and then with their accounting department and was told that it will be processed. I was out of the country for 30 days so I had no way to followed with them over the phone except thru emails which they never returned. It's only now after 30 days that I was able to call them to followup my cancellation request since I found out that they never returned my money about $116.28. I'm filing this complaint for a fraudulent practice of not returning my money eventhough it's their mistake of not providing my parking or informing me in advance of unavailability of parking space. I never used their service so they should returned my money. They should refund the money I paid worth $116.28. I have the receipt available to show I paid them. The staff at IAH Comfort Suites can vouch that I never was able to park since PremierParking overbooked the lot
