Franco Enterprises keeps calling

Every day for the past month Franco Enterprises has called twice per day, sometimes three times. I answer and there's nothing until an automated voice says "Goodby" and hangs up. I too called the number back and got dead air, then it hung up. There was no message saying it was disconnected. It made that noise of the phone off the hook. This is very frustrating. I don't understand why this is allowed to happen when I am on the National DO NOT CALL list. Apparently that doesn't mean anything anymore. From now on I just won't answer the phone when I see that number on my caller ID.
