Feels like a scam

I spoke with Kay who informed me she was ready to help me with grant applications. I had misinterpreted the website to believe it was associated with the government, and she continued to make me believe they were associated. I was thrown off when she asked for $699, so I asked if she could send me an email with the information of what exactly this fee was for so I could make a decision. She told me that an email would have all the information I was paying for, so she couldn't do that. She asked if I was interested in these services and I said yes, so she immediately asked if I was near a computer and if I could access my bank account. Thankfully, I told her I would call her back later and looked up these reviews. Even without purchasing the services, I am sure this is a scam. Even if they provide helpful information, which I doubt they do, they are not affiliated with the government and should not be convincing their customers that they are.
