Fake charge and no delivery

Don’t deal with the company www.portatech.com, ‘coz they are frauds. I ordered motherboard from them, but these jerks charged me twice for the same order and delivered nothing. I tried to contact them, but no one replied to my emails and messages. I have no idea what measures to take now. I wonder if there are other people, who had the same experience. Can you provide any good piece of advice?
