Failure in delivery of gas

Sir, I am living in chennai. I have booked the LPG gas on 7th of March 2011. But till date i have not received the delivery of gas cylinder. when i called the gas agency, there is no proper response and they avoid the calls also. I have logged a complaint about this in IOC also. But they have not taken any action against this.
