Excess payment

I am an SBI credit card holder.I have already done my bill payments at proper time. You insist me to pay a huge amount as penalty because of insufficient fund in my account. Sir,I have two SBI accounts,one is dead and the other is active. Your officials linked my dead account to the Credit Card at the time of processing. This is not my mistake. So please take necessary actions to make refund my penalty amount which I have already paid.
