Endless time Bonus

My husband and I purchased a timeshare before they build the first building we were showing in a trailer, but it was for retirement. Now after we have paid for it Our bonus time is no longer free we have to pay to use something we have paid for. AND WHAT IS THE CAP FOR MAINTENANCE FEES?
