DOUBLE BILLING!

I checked my bank online account and found that Pepco had double billed me. I called and they admitted that they had double billed an unspecified number of customers and would "try" to fix it today. They don't even seem to care how incompetent they are. States should levy BIG fines against utilities who do things like double bill (and levy another fine if they try to pass the fine onto consumers) - maybe then they would take better care of customers' accounts.
