I have complained as a tenant before about this Company and even though THOSE problems were NOT effectively resolved, there are MORE. Since last year I have had a CONTINUING problem with moisture saturation in the walls of the unit. It began in the kitchen exterior facing wall next to the dilapidated porch roof. THAT has since been replaced BUT the problem with my wall CONTINUES. The paint bulges out in spots. When the maintenance man came up at the beginning of last year to fix it, he had trouble with it having to REPEATEDLY scrape off the paint he applied and spray something which WASN'T water sealant (which he claimed he DIDN'T have) on the plaster. Occasionally even the plaster would start BULGING and he had to keep REapplying THAT as well. Finally, for some reason after REPEATED attempts, he succeeded in ridding the wall of the bulges and applying a stable coat of paint. The sequel to this is that last summer I decided to paint the apartment with white SEM-GLOSS latex INSTEAD OF the flat latex the apartments come with. I did this because I have chronic respiratory allergy problems that are NOT being effectively dealt with by medications. I cannot afford allergy injections so I bought an expensively powerful humidifier supposed to be the best on the market to use in the apartment every night. SO FAR it is STILL in the box because the repainting hasn't been finished due to the SAME bulging and peeling paint problem with the semi-gloss I applied!! I chose the semi-gloss because UNlike the "flat" type, the smooth sheen of it is somewhat moisture and dirt resistant. NOT waterproof but almost as good. The problem is I have been HELD UP for almost a YEAR with having the problem in the kitchen and the walk-in closet of the bathroom. I would begin painting and the paint would begin to bulge in certain areas before AND after it dried and I would scrape it off to repaint it only to shear off big sheets of the semi-gloss layer--- sometimes down to the VERY PLASTER of the wall! IF I didn't do that then the bugles would begin PEELING OPEN themselves!! The manager, Chanelle Samuels, has blamed the problem ON ME because I stuffed the bathroom ventilator with a rag so in the menatime I could steam myself in a "shower sauna" as long as necessary like a big humidifier. BUT the bathroom walls and ceiling DON'T have the bulging paint/plaster problem that those of the adjacent closet do!! And THIS DOESN'T explain WHY it is happening in the kitchen! It is clearly coming from moisture pockets IN the wall due to an OUTSIDE source because there are yellowish moisture droplets on the overhang above the corner kitchen area window and in the corner of the adjacent window overhang. They are NOWHERE else. When I informed "management" of this problem about the end of last year, I was told that painting and plastering would NO LONGER be done by the maintenance staff but by OUTSIDE CONTRACTORS and TENANTS would be CHARGED FOR IT!! Naturally, this was UNsatisfactory so because there were OTHER maintenance defects such as the clogged water drain in the back and the busted out glass door with the electromagnetic lock which DOESN'T always lock because it is so misaligned, I filed a case with the tenancy conditions court here in DC. When Chanelle Samuels found out that I was taking her Company to court, she hired a THIRD-RATE contractor crew of F.H. Star "Renovation" Services Inc. that HARDLY SPOKE a word of English, to come paint the damaged areas. They did a LOUSY job, leaving AS MANY paint BULGES AND even WATER BUBBLES in the paint on the wall as there were BEFORE! BUT, at least I DIDN'T create water bubbles in the paint when I painted!! The hearing earlier this month resulted in the Court-ordered inspector coming out to look at the problems. She cited the door but NOT the drain, and as far as my apartment she cited the walls and ceiling paint problem BUT DIDN'T ascribe it to "management's" denial of repairing it. She DID bother citing the paint droppings on the floor from my attempts to paint the kitchen as a "TENANT VIOLATION" but THAT was NOT an issue because I was going to have that cleaned up. It had NOTHING to do with the reason for MY initiating the Court complaint! While she bothered to mention that "SEMI-GLOSS" paint SHOULD be used, she stated NOTHING about FIRST applying a water-proof sealant spray and/or waterproof plaster. When the SAME crew came back they DID use semi-gloss paint this time BUT NOT the SAME color as that of the main walls, according to "manager's order"!! STUPIDLY, she apparently thinks that because the bathroom is painted in a slightly darker color than the rest of the unit (a light beige) and its walls and ceiling DON'T bulge from any moisture pockets, the COLOR is the reason for it and NOT the quality of the paint!! So the kitchen of the studio apartment is a DIFFERENT color from the rest of the area and so is the walk-in closet. BUT they DIDN'T bother repainting the ceiling with it!! Anyway, they left it with NOT ONLY paint BULGES STILL in it (though NOT bubbles this time) AND WRINKLES!! I'm NOT touching anything but reserving it for the next Court hearing on March 17th. I have invited the inspector via email to come over and look at it but she hasn't responded. I was wise enough to have the assistant manager come up the SAME day the crew did the "job" to video it JUST AS they had left it so NOTHING could be blamed on me. On top of THIS, though I haven't received the bill yet and hopefully won't, she claimed that I WOULD BE BILLED for this second visit because the previous condition was MY "fault"!! UNbelievable!! The ONLY thing I could HONESTLY admit to, which they DIDN'T FIX either time, was ACCIDENTALLY creating *** in the main room dividing wall on the opposite side from the kitchen when I noticed a moisture bulge forming there behind my bed. The kitchen side of the wall had been bulging and peeling when I had painted it. I scraped the small bulge off the wall thinking I would simply repaint it and ended up digging into the wall material itself because it was so moist!! It has since dried out and there wasn't any indication of moisture in it when the inspector came and checked it. In the meantime, I am living with the residence in a state of upheaval from the furniture I had to more around to get the painting done and which has to be REDONE yet AGAIN and still cleaned off the floor and carpet!! FINALLY, as if ALL THIS is not bad enough, I found out last night that in this long ongoing series of covert entries of my apartment EVEN WITH a camera in the hallway, someone apparently with a DUPLICATE set of keys got in and SOMEHOW loosened all the blind straps of the window blinds of one set. I don't know HOW they did because there NEITHER the straps themselves NOR the stringholder threaded through them were cut, but I could PULL OUT each and every one of them from the string loops!!
