Does Not Honor Return Or Exchange Policy…

I made a purchase from Cheapwholesaleoutlet.com. Before making purchase I reviewed the Return and exchange policy,it clearly states that from date of delivery , you have 7 days to exchange.When my shipment arrived it had obvious defects. I immediately contacted the seller sending pictures of item requesting an even exchange and was more than willing to pay return shipping and they pay to ship back to me.(as stated in return policy) After numerous emails,I was notified that it was damaged in shipping(which is not true,because defects are in the item only not in packaging)and they did not want to pay the cost to ship back to me. My question is...Why do you have a Return and Exchange policy if you dont honor it?
