docomo hesitated to activate my service

My Tata Docomo Number is ([protected]).Previously I have used this no in airtel and then i have ported out to docomo after my due amount and then i used in TATA DOCOMO service for more than one month.Suddenly my incoming was aborted and then i have contacted docomo customer care service then they told me that my previous airtel bill was not paid.so they aborted my incoming calls.And immediately i made my bill payment..I want to know that why the airtel interviened during my TATA DOCOMO usage after cleared my pending payments also why airtel and docomo hesitated to activate my service.If you given such kind of poor service then why you are conveyancing other network uses to TATA DOCOMO.If i have not recieved solution of activation of sim for the same number([protected]) within 24 hours then i wil take it up legally and will forward my experience with TATA DOCOMO in social networks...
