Disenroll due to system mistake

Why was my allotment still coming out after being disenrolled due to a "system error" and I still have to pay extra to re-enroll? I also have had to pay out of pocket for a prescription because the "system" showed that I had other health insurance, but in all actuality I DID NOT!!!! Why was I hung up on by Humana customer service when trying to get the issue resolved?
