Disastified Student – Terrible Quality and Incomplete

Please, can someone recommend a governing body in Israel that can help with scams at this Israel Institute of Biblical Studies? Yesterday morning, I contacted eTeacherGroup who represent Israel Institute of Biblical Studies and notified them that I will be canceling my enrollment because many of the students from the USA are unable to learn because of continual technical issue occurring at the institute. The first week the webinar did not start for more than 20 minutes. Next, the first weeks course was never uploaded, hence we are unable to practice and learn the language and do the homework assignment. We were told that the class was to be uploaded within 24 hours and it never happened. The following week we could not do the exercises in the classroom because they did not upload the recording. When this was mentioned to the instructor, she was apologetic and indicated the course would be loaded within 24 hours. It never happened. So, after two weeks and leading up to the 3rd class we are still unable to review the first weeks recordings to build upon and complete the homework assignments for week one and two. I called the customer service desk and was willing to continue the course if they were able to provide the upload so I could practice pronunciation of the letters. Unfortunately, they told me they were unable to provide the upload and would need to escalate the matter to a technical support to understand why they cannot upload the course. She indicated that it would take 1 to 3 day to resolve. I explained to her because of the issues which occurred the first week (with the webinar) and the now two weeks not being able to upload the first weeks foundational recording, I was dissatisfied with the Institutes inability to deliver the course and would be canceling. I stated I would would be requesting reimbursement for monies paid due to breach in the contract. I then received a call from eTeacher Group who said he wanted to reschedule me and start me on a course next month. When I told him I am unable to reschedule because it does not fit my schedule, this person proceeded to tell me that I would be charged the full tuition payment because of the cancellation, when they failed to deliver their own course. I explained that it was totally unethical and a poor business practice for the institute to try and charge a customer when the Institute was unable to deliver satisfactory service. He then proceeded to argue with me and shift the blame on me when there has been a problem since July, which the students have requested be fixed. The problem as of Sunday, August 11th still remains unresolved, which means for the second consecutive week students will not be fully equipped to take the 3rd class, scheduled for Sunday, August 11th. The service desk then proceeded to try and steal money from our accounts, stating there is $150 cancelation fee, when they should be reimbursing us for monies spent already. There is no chancellor or dean to escalate matters to. There is no structure to the class. The instructor was 20 minutes late the first class (no one could get into the webinar) and there was no notification. The Institute owns no responsibility for this. The second week the instructor was late again. I do not recommend this Institute. The customer service is ridiculous. They do not care for the students. The class content is terrible, the quality is terrible. All they are interested in is the money. What a shame that people like this are representing the wonderful country of Israel. And while this does not represent the country as a whole it is very sad that people behave in this manner and would attempt to scam others who are trying to learn about their language and culture. So disheartening. When I called in the following to escalate I was told a manager would call me back. I asked them to put this in writing and they sent me a bogus email with a fake domain name.
