Didn’t receive full order, bad customer service

I reached out via the online form with all information needed. Still, I get an AI response from Katie, the computer, with basic information that I already did before reaching out. It's been 11 days since I placed my order. I received 3 out of 4 pairs of shoes. The 4th pair still doesn't have a tracking number! I need to interact with a live person, so after the AI response, I called the customer service number. It hangs up at 32 seconds! I'm afraid because I need to return a pair. Will I get a refund? User's recommendation: Buy from reputable places like Amazon.
