Deception about supplemental insurance

I was recently involved in an automobile accident in which I was not at fault. My insurance company referred me to Enterprise for a rental while my car was being repaired. I rented a vehicle from the St. Pete Beach location on May 24, 2021. I declined the supplemental insurance at $20/day but the agent told me the supplemental insurance was required and not to worry, the at fault driver's insurance would be covering it anyway. That was not true. I was charged $800 and when I contacted Enterprise about it, the [person handling my account told me the agent shouldn't have said that but he would look into it and get back with me. He did not. I then contacted customer care who told me a regional manager would contact me. They did not. I tried emailing the [protected]@enterprise. The same person who was originally "handling" the issue called me. I could not answer the call as I was at work. I called back 10 minutes later and the phone rang and rang until I got the message "this caller has a voicemail which has not been set up, please try your call again later". I have since called 4 times and have not reached him and have been unable to leave a message. He has also not attempted to call me again. When scouring the internet, trying to find a way to address this, I have come across numerous reports of this exact same thing happening to others. This is completely unacceptable. It is quite obvious this is a predatory tactic employed by Enterprise. I am a school social worker who was hit by an at fault driver and Enterprise Rent A Car used that as an opportunity to deceive me out of $800. Which by the way, is the cost of my mortgage payment. I was injured in the accident, have missed work and was also deceived by Enterprise Rent A Car. I can supply all the contact information, receipts, etc. to any interested party. Quite honestly, this looks like a class action lawsuit to me as this is a common practice by Enterprise Rent A Car.
