Customer Service Nightmare

I called to order water delivery and gave the customer service rep my credit card information. He then started telling me about additional fees. Gas fee, bottle fee etc. I decided it didn't want the service and asked him to cancel the service (all in the same call) The following wee water was dropped in my driveway and my credit card was charged. I had to call six times asking for a refund. They process the refund but sent it back in 3 small amounts one small amount credited to my credit card. One small about sent by check in the mail and I'm assured that another small amount will be credited to my card. Its been over a month 6 calls, a credit, and a check. They still owe me a small about they assure will be credited to my card. (we will see) Please tell me why? Why was the order processed when I clearly told the rep that I did not want service? After discovering that the order was submitted anyway, why couldn’t DS Service simply refund the full amount? Why did it take 6 phone calls and 3 refunds to clear up the matter? btw... I happened to be home the day the driver picked up the water. He was very nice and explained. “Oh, this happens all the time.”
