Core charge issue

I think a policy change needs to happen. When a customer brings in a core for a part and gets the new part but the new part does not work they return the new part and get their money back what about the core. The customer may have to go to another store to find the right part now they don't have a core now they have to pay extra money for a new part because the first store kept the core and would not pay them the core money or give them a core. My problem was ultimately resolved but it took several days and many phone calls to have the issue resolved that is not right. And another tid bit car quest part quality is under par, might be time to find another brand.
