Continuous outage and bad service.

Tree limbs keep tripping outage for 6 years now. They won't trim. They finally came out last week only to cut wrong trees that aren't interrupting service. Piled limbs in yard and have not returned. Power is out again today. How can I change utilities? Oh yeah, due to illegal monopoly utility companies don't have to worry about customer satisfaction.
