Contaminated Miracle Grow Potting Soil

Over a period of 6 weeks I purchased 8 50 quart bags of Miracle Grow Potting Soil that I used to replant my 15 young tomato plants. NOTE My plants were grown INDOORS (In Solo Cups) After replanting them into larger planter pots I placed the plants in side my enclosed SCREEN ROOM Within 24 hours my plants were infected with LEAF MINOR's I TREATED THE PLANTS WITH NEEM OIL AND AFTER 4 DAYS NO SIGNS OF LEAF MINOR WAS EVIDENT YESTERDAY MAY 26 I TRANSPLANTED THEM INTO 5 GALLON PLANTER POTS NOTE AGAIN THE PLANTS ARE KEPT IN AN ENCLOSED SCREEN ROOM TODAY MAY 27 ALL MY PLANTS ARE HEAVENLY INFESTED WITH LEAF MINOR'S EACH TIME THEY WERE TRANSPLANTED I USED NEW BAGS OF MIRACLE GROW POTTING SOIL THE ONLY POSSIBLE CONCLUSION I CAN REACH IS THAT THE MIRACLE GROW POTTING SOIL IS CONTAMINATED WITH THE LEAF MINOR FLY LARVAE HAS ANYONE ELSE HAD A SIMILAR PROBLEM?
