Complain about store manager not giving away complementary water to paying customers

Refuse to give complementary water when I paid for the rest of my order. With being the middle of summer and state of California the weather is over 100 degrees. Against the law to charge for water unless its in a bottle. I asked for free water not and was refused

This is generally unacceptable, I do not understand at all how they can be so greedy as not to give a simple glass of water, this is not just a lack of customer focus, this is some kind of inhumanity
