Company say one thing and do another (or do nothing)

I have talked to numerous company representatives trying to get a letter sent regarding my loan being paid off so I can get a replacement car title. Have been told more than once that the letter has been sent or they will fax me the letter. I have not received anything after trying for 3 months. Please just tell me the truth instead of lies over and over. User's recommendation: Stay away from this company, you will only get empty promises.
