Company promises “High Speed” interenet. Does not deliver

I was told I could get their 7mps internet. All of my neighbors have it. We live in a rural community. After 2 weeks of empty promises, contradictory comments between the service center, customer service, and the service tech, I was told that i am not eligible because they need to update their infrastructure which they have no plans to do so. In the meantime, I am stuck with a service a step up from dial-up (3mps DSL) and the company continues to advertise this as an option. User's recommendation: AVOID AT ALL COST.
