Received damaged purchase. Alibaba vender will not solve problem

I bought a Go-Cart through Alibaba and had TRADE ASURANCE GARENTEE . Product was damaged in transit. I filed a complaint against vender with Alibaba. The vender only responded to Alibaba in the Chinese language. Alibaba determined vender had my purchase insured so I would have to negotiate with vender. But no contact ever from anyone .
